Background

Strengthening mutual trust between the state and the citizenry and among communities is considered essential to build resilience and achieve durable peace and stability, especially in conflict-affected regions and countries and/or fragile, violence-affected settings. The strengthening of trust, both vertically and horizontally, has been identified as essential in settings of violent extremism, stabilization, and transitional justice, in particular. Repetitive interaction between communities and authorities, for example, through local-level inclusive dialogues and community events, or public service delivery providers helps to build positive bonds between them and thereby reinforce state legitimacy and stability. As the world is experiencing a growing sense of insecurity, division, and instability, both local and international actors need to refocus on the value of courteous and constructive vertical and horizontal dialoguing to build trust, which is needed more than ever to build resilience in the African context.
