Legal package for the Needs Assessment and Referral Unit (NARU) was prepared in implementation of the "Empowering Communities (ICR)" Program, financed by USAID and implemented by UNDP Albania, in partnership with the Ministry of Health and Social Protection and the Municipalities of Durrës, Kurbin, Lezhë.

The NARU team in the administrative unit territory (social worker-child protection worker) must work for every individual in need of protection or care. In their practical work, they must apply national legislation, which is extensive in this field, as the groups in need of services are diverse and often their needs are cross-sectoral.

In the conditions that this team must work as a group, they must have a uniform and complete understanding of the legislation package for each group in need of protection and care. This legal package practically addresses this need of the NARU. The legal package is conceptualized as a working tool for the Needs Assessment and Referral Unit team.

Enhancing capacities and empowering multi-sectoral coordination mechanisms of service providers at the local level for vulnerable individuals and communities, is one of the main objectives of the “Improving Community Resilience” programme, funded by USAID and implemented by UNDP Albania in partnership with the Ministry of Health and Social Protection and the Municipalities of Durrës, Kurbin, Lezhë.
