Training, Exercises and Drills (TED) Program

Background 

Bangladesh is a country with multi-hazards, and most urban areas are already susceptible to different climatic hazards. Despite this, the country has made considerable progress in managing emergency and disaster risks over the last few decades. However, it is likely to face more frequent and intensive urban emergencies due to rapid and unplanned urbanization, if that is not managed well. In line with the capacity enhancement for managing potential urban emergencies the ‘Training, Exercises, and Drills (TED) Program’ is being implemented. This programme is mainly designed for providing necessary training, exercises and drills to national-level agencies for operationalizing emergency management (EM) in urban context. The main purpose of this program is to strengthen the capacity of six key agencies; 

  • Ministry of Disaster Management and Relief (MoDMR) 

  • Department of Disaster Management (DDM) 

  • Fire Service and Civil Defense (FSCD) 

  • Dhaka North City Corporation (DNCC) (v) Dhaka South City Corporation (DSCC) and 

  • Sylhet City Corporation (SCC) 

Area of Work 

  • National level capacity building for managing urban emergencies; 
  • Strengthen the capacity of the six key organizations i. e. MoDMR, DDM, DNCC, DSCC, SCC; 
  • Facilitate to development of global-level disaster professionals in the country, specifically IAEM certification and INSARG accreditation process; 
  • Supporting to development of Emergency Operation Plan (EOP) and Emergency Operation Center (EOC) for the six key agencies;

Significant Achievements 

  • A total of 7 inception workshops/meetings (1 with multi-stakeholder groups and 6 with key stakeholders) have been conducted as per plan. A total of 426 participants from 17 stakeholders; 
  • Successfully completed the intended training course on ‘Basic Disaster Risk Management (BDRM)’, ‘Fundamentals of Emergency Information and Communication Technology (ECT) and ‘Refreshers Training on Search and Rescue (SAR) Equipment’. A total of 279 officials from six key agencies were participated in the mentioned training courses;
  • Successful completion of 100-hour training in three phases, and appeared four mock tests of 25 trainees from six agencies as part of fulfilling the prerequisite of ensuring the eligibility of AEM certification program.
  • Successfully conducted training courses on EOP (Emergency Operation Plan) development and EOC (Emergency Operation Center) management. A total of 120 participants have participated in the aforementioned training programs.
  • Successfully completed four Table Training Exercises (TTXs) with six key agency and one multi-agency based exercise for EOP management and EOC function; four Field Training Exercises (FTXs) for six key agencies and multi-agency based Field Training Exercises (FTXs). A total of 892 officials from the key agencies were participated in the mentioned exercises

Objectives 

The specific objectives of this program are: 

  • Finalize the training plan, review & update disaster and emergency management training/course materials, and conduct training; 

  • Design and conduct exercises and drills for national-level and local-level stakeholders on DRM and urban emergencies; 

  • Facilitate international certification and accreditation programs such as IAEM, INSARAG, etc. and overseas training programs 

  • Prepare/update Emergency Operations Plan (EOP) for Mini
