This rapid ethnographic study seeks to generate insights on Cambodian hard-to-reach youth development priorities to support the preparation of UNDP Cambodia’s Country Programme Document (CPD) 2024-2028 and the formulation of its portfolios. Cambodian development priorities in this study refer to important development issues and challenges to be addressed. Emerging development priorities are constructed through analyses of the perceptions, experiences, and aspirations of Cambodian hard-to-reach youth, their real living conditions and their working communities. The study is guided by a central research question: What development issues, approaches, and values do Cambodian hard-to-reach youth prioritize?
