NDP Programmatic framework of the country's medium-term development vision and a tool for dialogue and consultation on the country's essential development issues to achieve the SDGs

Djibouti- February 13, 2022- Under the high patronage of the Prime Minister His Excellency Mr. Abdoulkader Kamil Mohamed, the Minister of Economy, Finance and Industry, His Excellency Mr. Ilyas Moussa Dawaleh with the support of UNDP, the World Bank and UNECA launched the 2nd National Development Plan 2020-2024- Djibouti ICI to address development challenges and exploit Djibouti's economic and strategic opportunities

The National Development Plan 2020-2024, launched under the name Djibouti ICI for Inclusion Connectivity and Institutions, was developed through a participatory approach including all ministries, regional authorities, the private sector, civil society organizations and development partners.

With a view to leaving no one behind, the National Plan aims through the Inclusion axis to improve the quality of life and well-being of all Djiboutians by ensuring a better distribution of the fruits of growth, increasing social inclusion and giving a greater role to private initiatives as a lever for diversification.

The connectivity axis aims to position Djibouti as a hub for the regional and continental economy, offering a multi-service platform for finance, e-commerce and new information and communication technologies. It also aims to ensure better national integration by increasing the connection between the regions and Djibouti.

Finally, the Institutions component provides for the strengthening of the country's human and institutional capacities in order to consolidate the realization of rights and freedoms, democracy, stability and transparency of institutions as well as social cohesion.

In addition, the actions of the cross-cutting themes of the National Development Plan aim to strengthen the appropriate institutional and human capacities to meet the development challenges formulated in the three axes through the implementation of programs, namely human capital development; environment, climate change and renewable energy; socio-economic strategy to respond to covid19 and other pandemics; and finally digitalization as a catalyst for economic and social development.

In his speech at the launch of the national development plan, the Prime Minister, His Excellency Abdoulkader Kamil Mohamed, recalled that the realization of this national development plan will be marked by the search for a permanent consensus between the various stakeholders, the different levels within the government, the administration, the private sector, civil society and technical and financial partners.

The Minister of Economy and Finance, in charge of industry, His Excellency Mr. Ilyas Moussa Dawaleh stressed that this national development plan is a roadmap for a stable and sustainable development of Djibouti "It is a consolidation of the aspiration of Djiboutian citizens to a better quality of life and well-being. He also mentioned that this plan critically examines the development process of Djibouti, addresses the main priorities and aspirations of fellow citizens, and finally it takes into consideration the recovery of the socio-economic impact of the pandemic COVID-19.

UNDP Resident Representative, Mrs. Emma Ngouan-Anoh, took the opportunity to reiterate the commitment of UNDP to continue its support to the Government of Djibouti in the implementation and monitoring of DJIBOUTI ICI. She highlighted the features of this plan that are particularly important to UNDP such as its development through a participatory process, the priority of inclusion to leave no one behind and the future turned to digitalization and the environment as drivers of economic development of Djibouti. She applauds the integration of a results framework with measurable indicators aligned with those of the Sustainable Development Goals.

The implementation of the national development plan requires a mobilization of resources of about 2.5 billion FDJ. In this context, the United Nations system, under the leadership of the Minister of Finance, is currently accompanying the formulation of the integrated national financing strategy (INFF) to identify all potential sources of financing to achieve the sustainable development goals of Djibouti.
