La finalidad de estos folletos de orientación, producidos por la OMS y el PNUD, es proporcionar información a las instancias normativas y decisorias del gobierno acerca de los efectos de las enfermedades no transmisibles (ENT) en sus respectivos sectores y las medidas que pueden tomar para responder al reto de las ENT al mismo tiempo que persiguen sus propios objetivos.
Las enfermedades no transmisibles (principalmente enfermedades cardiovasculares, diabetes, cáncer y enfermedades respiratorias crónicas) son las principales causas de muerte en el mundo. Se necesitan medidas gubernamentales urgentes e integrales para prevenir la cifra anual de 15 millones de personas que mueren prematuramente, entre los 30 y los 69 años, a causa de las ENT. A menudo se las considera erróneamente como un problema de los países de altos ingresos, pero las ENT representan una carga igual, o incluso mayor, en los países de ingresos bajos y medianos. Más del 80 por ciento de las muertes prematuras por ENT se producen en países de ingresos bajos y medianos.
La mayoría de las muertes prematuras por ENT pueden prevenirse con medidas costo eficaces para enfrentar
cuatro factores de riesgo principales relacionados con el comportamiento: consumo de tabaco, consumo nocivo de alcohol, inactividad física y alimentación poco saludable. Abordar los riesgos ambientales (por ejemplo, la contaminación del aire) también es clave.
Para hacer frente a las ENT y sus factores de riesgo se requiere una respuesta de todos los sectores del gobierno, no solamente el sector de la salud. La acción multisectorial para las ENT, respaldada en la Declaración Política de 2011 sobre la Prevención y el Control de las ENT y en numerosas decisiones políticas de alto nivel, no es un juego de suma cero. Es posible identificar estrategias y enfoques que pueden redundar en beneficios compartidos para todos los sectores involucrados.
