The publication discusses the role of municipalities in local economic development, the facilitation of this process and its mechanisms, the establishment of municipal investment policy, as well as the promotion of small and medium entrepreneurship, forms and possibilities of inter-municipal and public or private partnerships.

The purpose of the guidebook is to help local self-government bodies plan and implement measures for local economic development under Georgian legislation.
