The United Nations Development Programme (UNDP) supports enhancing potential for conflict prevention at the local level

Bishkek, September 27, 2023 - From September 11 to September 20, 2023, training sessions were held in seven pilot local self-government bodies in the Osh, Batken, Jalal-Abad, Chuy, and Issyk-Kul regions for representatives of city administrations and their municipal territorial units (MTUs), rural councils (aiyyl aymaks), community leaders, and civil society organizations (CSOs) to enhance their capacity in conflict monitoring, conflict prevention, and improving collaboration.

The two-day training on "Conflict Monitoring and the Development of Civic Identity for Local Conflict Prevention" aimed to strengthen collaboration among all stakeholders.

 

During the training, participants received courses on topics such as:

  • Legal foundations for conflict prevention.
  • Involving authorities and stakeholders in conflict prevention through joint local-level monitoring.
  • Organizing public monitoring and enhancing civil integration.
  • Conducting joint local-level monitoring involving municipal authorities and CSOs.
  • Developing measures for implementing joint monitoring for conflict prevention at the city and rural council levels.

 

"The city administration is working on solving socio-economic problems and improving local infrastructure. The city administration is interested in conflict monitoring to implement timely preventive measures, taking into account community leaders' suggestions. The interaction between the city administration and local communities through joint monitoring will be strengthened," noted Tugolbay Abdumalikov, a leading specialist at the city administration of Nookat.

Conflict prevention training was tailored to the local context, with concrete examples and various approaches to conflict resolution and prevention taken into account. "It was very interesting to learn about and understand ways to resolve internal conflicts. I especially liked the approach to conflict resolution through dialogue rather than emotions," said Aigerim Karaeva, a leading specialist in social protection at the Suzak rural council.

Nurgazy Abdikamil uulu, a lawyer from Municipal Territorial Unit No. 2 "Sulayman-Too," emphasized the importance of joint monitoring and conflict prevention. "It is advisable to work directly with MTUs to prevent conflicts and monitor social issues, as all the information is accessible in MTUs, their representatives are always in close contact with residents, and the population trusts them, making it easier to work together," he stressed.
