Baseline and Needs Analysis Research on Young NEET Women

The Baseline and Needs Analysis Research on young women who are not in employment, education or training (NEET) was completed within the scope of the “Young Women Building Their Future Project".  The project is implemented by the United Nations Development Program (UNDP) and the Sabancı Foundation in cooperation with the Ministry of Family and Social Services and the Ministry of Labour and Social Security.


The Baseline and Needs Analysis Research showcases current situation of NEET young women aged 18-29 living in Adana, Diyarbakır and İzmir, which are the pilot provinces of the project. The clusters that form the NEET young women population in these provinces were determined and these clusters were analysed in terms of demographic structure, social life values, approaches to business life, and knowledge levels about job seeking. For each subcluster, a needs analysis was conducted for integrating NEET young women in employment, improving social inclusion and raising awareness, and improving their quality of life.


In Türkiye while the rate of NEET men aged 18-29 is 24.4, this rate is 50.5 percent for women in the same age group. In other words, one out of every two women aged 18-29 is NEET. With its findings and recommendations, the Baseline and Needs Analysis Research reveals the varying needs of NEET young women for skills development and employment.
