Enhancing human security through local climate actions
Summary
"Enhancing human security through local climate actions” project aims to build a comprehensive approach on climate change adaptation and resilience through local actions, with a focus on human security considerations. The project component includes adaptive agriculture, energy, early warning, community infrastructure and capacity building. Lessons learnt from the project will be converted into knowledge products, which will contribute to the body on knowledge on human security and local climate action interplay and can be referenced and replicated. This one-year project targets Bheri Municipality, Nalgad Municipality and Barekot Rural Municipality of Jajarkot District, and Aathbiskot Municipality and Sani Bheri Rural Municipality in Rukum West District in Karnali Province. It is financially supported by the Government of Japan and implemented by UNDP and its local partners on the grounds.
Background
Nepal, despite having very low carbon footprint, is among the most vulnerable countries to climate risks in the world. Climatic extreme events such as floods and landslides hit Nepal every year causing colossal damage to human lives, livelihoods and infrastructure. The country, therefore, has a strong vision of making Nepal a risk resilient society by 2050 and this project is geared to build resilience.
Major Achievements
- A Situational Assessment of Nalgad Municipality and Barekot Rural Municipality, Jajarkot District, Karnali Province, Nepal has been developed.
- Through capacity building initiatives and awareness raising programmes, the project reached 1112 beneficiaries (591 female).
- Climate-smart agriculture interventions benefitted 500 households and created 196 green jobs, through the construction of poly-houses, agricultural inputs, water harvesting ponds, improved goat sheds and capacity building programmes benefitting a total of 354 female headed households.
- A total of 900 households in earthquake-affected areas received aid: 750 households (217 female) received Improved Cooking Stoves, and 150 households (42 female) received Solar Home Systems.
- Trained participants provided first aid and built temporary shelters after the Jajarkot earthquake, with 202 individuals trained in various disaster preparedness and response skills. The trainings included search and rescue training, early warning system training, shelter training, first aid training; and 840 people educated on climate change risks and human security through community/school-level awareness raising programme benefitting 570 females, and 1 person with disability..
- 70 local government officials and stakeholders (21 female) were oriented and trained on enhancing human security through local climate actions, covering content on how climate change affects human security, improving human security in sectors like health, agriculture and infrastructure, integrating this concept into the annual planning and budgeting.

- Improved human security in project area through nature-based solutions and local climate actions (improve early warming, adaptive agriculture, smart energy solutions and community infrastructures)
GESI Component
The project design and execution is informed by Gender Equality and Social and Disability Inclusion (GESI) considerations. The capacity building initiatives, community infrastructure interventions and knowledge products produced under the project are GESI inclusive and made in collaboration with the local governments, with priority given to female-headed households, elderly, and households with persons with disabilities in beneficiary selection for the project.
