The Global Environment Facility Small Grants Programme Zimbabwe is looking for new members for its main decision-making body:  The National Steering Committee and the Technical Advisory Group.

1.0 BACKGROUND

The GEF Small Grants Programme is a corporate programme of the Global Environment Facility (GEF). It was established to finance actions at community level to address five GEFSGP thematic areas that include biodiversity, climate change, land degradation, international waters and chemicals. The Strategic Objectives for SGP are Community-based conservation of threatened ecosystems and species, Sustainable agriculture, fisheries and food security, Low-carbon energy access co-benefits, Local to global coalitions for chemicals and waste management, catalysing sustainable urban solutions, CSO-Government-Private Sector Policy Dialogue Platforms, Enhancing social inclusion, Monitoring and Evaluation and Knowledge Management.

The GEF SGP is looking for individuals who are technically strong, passionate about contributing to community development and eager to engage and serve as a member of the National Steering Committee and Technical Advisory Group in providing inputs, endorsing and overseeing the implementation of the GEF SGP Country Programme Strategy. Participation in the NSC is voluntary, without monetary compensation.

2.0 DUTIES AND RESPONSIBILITIES OF THE GEF SGP NATIONAL STEERING COMMITTEE:

1. Provide overall guidance and strategic direction of the Country Programme, including the development, implementation, and periodic review and revision of the SGP Country Programme Strategy (CPS).
2. Review and approve projects in alignment with the CPS following participatory, democratic, impartial, and transparent procedures in line with the SGP Operational Guidelines and Standard Operating Procedures.
3. Provide technical support to project oversight and implementation at the country level in accordance with the SGP Project Document for the operational phase, including project monitoring and evaluation (e.g field visits).
4. Link the SGP operations to the relevant global, regional, and national policies and strategies of the GEF and other third-party co-financing.
5. Support partnership development and resource mobilization efforts for the SGP at project and country levels.
6. Support scaling up efforts to mainstream SGP lessons learned and successes in national development planning and policymaking.
7. Assist SGP in interaction with Government, regional authorities, civil society, and other stakeholders.

3.0  ELIGIBILITY

NSC members must have high credibility and wide experience working with CSOs, CBOs and indigenous peoples in the country and can thus represent the needs and interests of the constituency in committee discussions. Local citizens who are voluntary members from the CSO sector (including CBOs, NGOs, academic and scientific institutions, women groups and others) and Private sector representatives. These members must also have the requisite knowledge of GEF Focal Areas and/or specific themes such as gender, sustainable livelihoods, monitoring and evaluation and knowledge management.

4.0 THE FOCAL AREAS BY SECTOR NEEDED IN THE NSC AND TECHNICAL ADVISORY GROUP

• Chemicals, Waste and Circular Economy
• Private sector – Business and entrepreneurship development
• Agriculture and Fisheries
• Media and communications
• Persons With Disabilities
• Clean energy/Renewable energy development
• Natural Resources Management and Ecology
• Sustainable Land Management

5.0 EDUCATION

A degree (Masters or higher will be added advantage) in a subject related to the areas highlighted under Item 4.0.

5.0 EXPERIENCE

• A minimum of 5 years of relevant experience in development work including in project design, project review, implementation and M&E and areas highlighted under Item 4.0.
• Non-governmental members must have high credibility and broad experience working with CSOs, CBOs, and vulnerable communities.
• Must have the ability to represent the needs and interests of the constituency in committee discussions.
• Must also have the requisite knowledge of GEF Focal Areas: biodiversity, climate change, international waters, sustainable land management and chemicals.
• Essential experience with computer programmes, such as MS Word, Excel, Web browsers and e-mail agents.

  6.0 FUNCTIONAL COMPETENCIES (Must have the knowledge in one or more of the following):

• Grant making /management, financial management and governance.
• Community development, monitoring, evaluation, knowledge management and project management.
• Research, policy and entrepreneurship development.

7.0 CORE COMPETENCIES

• Dedicated to assisting local communities in addressing environmental problems.
• Honesty and responsiveness.
• Ability to work in a team and be able to achieve consensus on disputable issues.
• Display cultural, gender, religion, race, nationality, age and disability sensitivity and adaptability.
• Strong strategic and analytical skills, sound judgment, fairness and strong client and results orientation.

8.0 LANGUAGES

Excellent knowledge (oral and written) of English language and ability to communicate in any local language.

9.0 SUBMISSION OF APPLICATIONS

The selected candidates will be invited to serve as voluntary members of the NSC for a period of three years, with a possibility of one-time renewal.
