The National Disaster Risk Reduction Strategy, in addition to being one of the legal obligations of Law 45/2019 "On Civil Protection", is included in objective "E" of the Sendai Framework for Disaster Risk Reduction, the obligations arising from the status of a member country with full rights of the Union Civil Protection Mechanism (UCPM), and in other wider commitments to become a disaster resilient country. This document was prepared by the National Civil Protection Agency with the assistance of UNDP within the project "Resilience Strengthening in Albania" Project-RESEAL, financed by the Swedish and Portuguese governments.

Each of the risks was represented in the Inter-Institutional Technical Working Group set up for the development of the Strategy to provide all relevant expertise and knowledge in the development of this strategic document of exceptional national importance.

Through the development of this document for the first time, the Government of Albania and the National Civil Protection Agency (NCPA) enabled the identification of their priorities in terms of disasters risks reduction in the country, and aligning them with the vision, goals, objectives and key national policy priorities, such as the National Strategy for Development and European Integration, sectoral development plans, nationally determined contributions (NDC) and climate change adaptation plans.

The entire strategy development process has national ownership, is comprehensive, and has been prepared and fully supported by data and input provided by national representatives, part of the inter-institutional working group.

As part of the development of the Strategy, the Disaster Risk Reduction Action Plan for the period 2023-2027 has been drawn up as an act that operationalizes the implementation of the Strategy.

The Strategy and the Action Plan were approved by DCM no. 94, dated 22.2.2023 and are already in the implementation period. NCPA, based on the responsibilities that the institutions have for the implementation of the Action Plan for each of the strategic projects, monitors and evaluates the relevant degree of their implementation thus enabling its most successful implementation.

Strategjia Kombëtare e Zvogëlimit të Riskut nga Fatkeqësitë përtej të qenit  një nga detyrimet ligjore të Ligjit 45/2019 “Për mbrojtjen civile”, përfshihet në objektivin “E” të Kuadrit Sendai për Zvogëlimin e Riskut të Fatkeqësive, detyrimet që rrjedhin prej statusit vend anëtar me të drejta të plota i Mekanizmit të Mbrojtjes Civile të BE-së (MMC BE), dhe në angazhimet e tjera më të gjera për t’u bërë një vend me aftësi ripërtëritëse ndaj fatkeqësive. Ky dokument u përgatit nga Agjencia Kombëtare e Mbrojtjes Civile me asistencën e UNDP-së në kuadër të projektit “Forcimi i aftësive ripërtëritëse në Shqipëri” Projekti-RESEAL, financuar nga qeveria Suedeze dhe Portugeze.

Secili prej rreziqeve u përfaqësua në Grupin Teknik Ndërinstitucional të Punës të ngritur për zhvillimin e Strategjisë për të siguruar të gjithë ekspertizën dhe njohuritë përkatëse në zhvillimin e këtij dokumenti strategjik me rëndësi të jashtëzakonshme kombëtare.

Nëpërmjet zhvillimit për herë të parë të këtij dokumenti, Qeveria e Shqipërisë dhe Agjencia Kombëtare e Mbrojtjes Civile (AKMC) mundësuan identifikimin e prioriteteve të tyre në drejtim të zvogëlimit të risqeve të fatkeqësive në vend, dhe përafrimin e tyre me vizionin, synimet, objektivat dhe prioritetet kryesore të politikave kombëtare, si Strategjia Kombëtare për Zhvillim dhe Integrim Evropian, planet e zhvillimit sektorial, kontributet e përcaktuara në nivel kombëtar (NDC) dhe planet e përshtatjes ndaj ndryshimeve klimatike. 

I gjithë procesi i zhvillimit të strategjisë ka pronësinë kombëtare, është gjithëpërfshirës, dhe është përgatitur dhe mbështetur plotësisht nga të dhënat dhe inputet e ofruara nga përfaqësuesit kombëtarë, pjesë e grupit ndërinstitucionale të punës.

Si pjesë e zhvillimit të Strategjisë, është hartuar Plani i Veprimit për Zvogëlimin e Riskut nga Fatkeqësitë për periudhën 2023-2027 si akt që bën operacional zbatimin e Strategjisë.

Strategjia dhe Plani i veprimit janë miratuar me VKM nr. 94, datë 22.2.2023 dhe janë tashmë në periudhën e implementimit. AKMC, bazuar në përgjegjësitë që institucionet kanë për implementimin e Planit të Veprimit për secilin prej projekteve strategjike, monitoron dhe vlerëson shkallën përkatëse të zbatimit të tyre duke mundësuar kështu një implementim sa më të suksesshëm të saj.
