Project Summary:
The Ministry of Labour and Social Protection (MLSP) in Moldova is initiating a significant digital transformation project to address inefficiencies and enhance social protection services. The project aims to streamline processes, improve data management, and increase access to social assistance, aligning with national priorities and the UNDP Country Programme.
By integrating various systems and leveraging technology, the Ministry seeks to create a more resilient and citizen-centric framework, particularly essential considering recent socio-economic crises and energy vulnerability.
The project represents a shift towards comprehensive digitalization, fostering inclusivity and adaptability in the social protection system, ultimately contributing to Moldova's sustainable development goals.
Objectives:
- Assess the Digital Readiness of the Ministry of Labour and Social Protection;
- Design and pilot a unified user-centric interface of the MLSP for the online delivery of social protection services;
- Support the development and capacity building of the new territorial social assistance agencies (ATAS) and pro-activization of the delivery of selected social protection services;
- Design a roadmap for further digitalization of the social assistance reform.
Expected results:
- Social protection services will be redesigned to be delivered digitally, becoming more accessible and inclusive:
- An electronic single-window platform for all social protection services will be developed;
- The local delivery of social protection services will be enhanced via support to the Ministry’s territorial centres;
- The vision and institutional capacity of the Ministry to digitally transform its services and use data for service design and policies will be enhanced.
