UNDP Partners with Leading Digital Payment Service Providers to Strengthen Digital Financial Solutions in Gaza

New York, 25 September 2024 – The United Nations Development Programme (UNDP) has formalized a strategic partnership with PalPay Ltd. and Jawwal Pay, leading digital payment service providers active in Gaza, to enhance digital financial solutions in the State of Palestine. This partnership, formalized and launched under the Digital for Sustainable Development (D4SD) initiative during the United Nations General Assembly (UNGA), aims to address critical challenges in Gaza, particularly the ongoing cash liquidity crisis.
The Memorandum of Understanding (MoU) establishes a framework for innovative digital payment systems aimed at delivering fast, transparent, and secure financial transactions for both banked and unbanked citizens, especially in Gaza’s emergency situations. This partnership directly responds to the cash liquidity shortages that have severely impacted Gaza since March 2024.
“These digital solutions are critical given the dire situation in Gaza, where the cash liquidity crisis continues to impact the most vulnerable communities. Through this partnership and collaboration, we aim to provide essential support and financial inclusion for those who need it the most while strengthening our efforts to deliver emergency employment opportunities and support MSMEs with the aim to keep the local economy alive,” said Sarah Poole, UNDP/PAPP Special Representative of the Administrator “Since the onset of the war, UNDP/PAPP has been providing vital emergency employment, and these digital solutions will advance our commitment to scaling up our support to those in need.”
PalPay’s CEO participated in a roundtable session at the UNGA. Jawwal Pay, while attending the event virtually, will sign the MoU following the return of the UNDP team to the country.
The partnership will explore new standards for delivering financial assistance amid Gaza’s complex crisis by leveraging mobile payment solutions. The initiative also aims to empower underserved communities in Gaza through digital literacy and economic opportunities.
