UNDP's Equanomics: Integrating gender considerations into fiscal policy in Kyrgyzstan

Bishkek, 25 November 2024 – Today, the United Nations Development Programme (UNDP), in collaboration with the Ministry of Economy and Commerce (MEC) presented key analytical findings and explored actionable recommendations for integrating gender considerations into fiscal policy. The discussions provided a platform for stakeholders to assess progress and identify collaborative strategies to advance gender-responsive fiscal policies.  

 The UNDP's Equanomics initiative, focusing on Fiscal Policies for Gender Equality, seeks to transform economic systems in a way that promotes and strengthens gender equality. This transformative effort aligns with the SDG #5, which focuses on achieving gender equality and women empowerment. By emphasizing the intersections of fiscal policy and gender equality, Equanomics advocates for targeted reforms that contribute to building inclusive, equitable economies.  

UNDP has performed assessment of the readiness of the Ministry of Economy and Commerce (MEC) for the Gender Equality Seal for Public Institutions (GESPI). The GESPI is a core element of UNDP’s gender-responsive initiatives, offering public institutions a practical framework to strengthen their capacity for promoting gender equality. By achieving the Gender Equality Seal, institutions demonstrate a commitment to creating policies that are gender-responsive, effective, and tailored to the needs of vulnerable groups, particularly women.

In partnership with MEC, UNDP has undertaken an in-depth analysis of the country's tax policies to understand their diverse impacts on various population groups, particularly through gender lens. This research helps identify and address fiscal policies that may unintentionally contribute to gender inequalities. 

 In line with advancing SDG 5, UNDP is also supporting the costing of gender equality measures and exploring the feasibility of gender-tagging public expenditures. This work ensures that budget allocations are aligned with gender equality objectives and that expenditures are tracked and evaluated for their impact on SDG 5. 

The roundtable discussions today provide a platform for policymakers, gender experts, and stakeholders to share insights and refine strategies aimed at creating fiscal policies that are not only equitable but also essential for achieving gender equality and advancing sustainable development in the region.
