Hebron Courthouse
Project Summary
The project aims to enhance the ability of the Palestinian government to dispense the rule of law in an efficient and effective manner. The Hebron courthouse is part of a CAD $ 32.7 million project that is financed by the Government of Canada. The project encompasses three phases: (1) Design (completed); (2) Construction Works (ongoing); and (3) The procurement of Equipment and Furniture (scheduled for delivery by December 2020).
The Hebron Courthouse will house the First Instance, Magistrate and Appeal courts, Public Prosecution Service and the Judicial Police Services in a facility with a gross floor area of approximately 16,171 square meters. Hebron courthouse is considered the second court in terms of caseloads, coming next to the Ramallah main courthouse. The court will serve 92 court staff and 27 prosecution staff in addition to a population of 359,000.
Built and equipped to meet international courthouse architectural design, the construction layout is based on two buildings that shape the space instead of merely occupying it. The two volumes that will going along the form of the parcel will create a strong impact in the urban context, conveying a message of special importance on this location and enhance through its volumes, its independence.
The project will also minimize energy consumption and maximize efficiency and quality of service provided. This will be done through the utilization of Photovoltaic solar panels on the roof and rain water harvesting, KNX building automation (i.e. lighting system controlled by movement sensors, security systems), Public Address/Voice Alarm systems (PAVA) for audio messages together with a visual system, Digital-based queuing system, Building Management System (BMS) for mechanical equipment, among others.
Accomplishments and Progress
- Design and tender documents for the Hebron Courthouse Project completed by a local firm.
- Project Steering Committee Co-Chaired by the Government of Canada and the High Judicial Council approved the 100% Design Completion.
- Construction Contract was awarded to Messrs. Al Mosleh and Atlantic Joint Venture.
- On 06 December 2017, the Project Ground Breaking Cornerstone was concluded on project site.
- On 01 September 2018 the piling works started on site, including drilling, concrete casting, excavation, piles heads trimming, and sonic testing.
