Project Summary

This grassroots programme is the first of its kind in the occupied Palestinian territory. While it initially was formulated as a relief programme, it has matured into a significant development programme that targets priority social and economic infrastructure needs of Palestinian communities directly, while simultaneously improving access to a variety of services to beneficiary communities and creating short and long term employment generation opportunities.

The programme objectives include

• Support resilience of Palestinian communities through Social Development initiatives.
• Improve access to basic service delivery in  impoverished Palestinian communities.
• Reduce poverty in Palestinian communities.
• Enhance capacities of Palestinian implementing partners in managing their own local projects and activities.
• Improve standard of living through the generation of short term and permanent employment opportunities.
• Stimulate the local Palestinian economy.
• Catalyst for Strategic Interventions.

Since 2002, the Government of Germany through the German Development Bank, KfW, and its implementing partner UNDP/PAPP, have strived to meet the priority development needs of the neediest Palestinians and their communities. To date, eleventh phases of the programme were generously financed with approximately EUR 100 million (US$117,481,203), in support of the Palestinian people through UNDP/PAPP, creating over 1.2 million workdays and generating 2,200 permanent jobs.

Accomplishments

• 767 Projects Implemented, serving 70% of the Palestinian communities and creating 1.2 million workdays and 2,200 permanent jobs.
• 262 classrooms including support facilities such as labs, libraries and multi-purpose halls have been constructed, thus alleviating overcrowding in classrooms and reducing double shifts, while at the same time enhancing quality of education.  
• 11 vocational training centres have been constructed in the West Bank and Gaza Strip, that have enhanced the skills of men, women in various vocations, thus increasing their income generation and employment opportunities. Fifteen centres were also constructed for persons with special needs.
• 363 community service buildings have been constructed. These centres include facilities for local authorities, service providers such as clinics, youth and sports facilities, women’s associations, and kindergartens.
• Access to safe and reliable drinking water has been enhanced through the installation of thousands of meters of water lines, water connections for 1,511 households, and construction of 14 water reservoirs of various sizes. Five wastewater treatment plants were also rehabilitated in addition to the construction of 18 water harvesting ponds.
• 599 agricultural greenhouses and 312 dunums of agricultural fields were rehabilitated. 29 fisheries storage units and 93 strawberry packing units were built. 278 kilometres of irrigation networks were laid.
• Movements of goods and people have been improved through the construction/rehabilitation of 458 kilometres of roads. Spaces of approximately 38,730 m² were created for public parks, in addition to 10 university spaces and 10 historic sites being rehabilitated, including 66 homes.

Progress - EGP XI

• As of December 2021, 42 sub-projects were selected in West Bank including East Jerusalem and Gaza Strip, with allocations of US$ 9,133,106.
• As of June 2021, 24 sub-projects were completed and handed over to the counterparts.
• Number of Beneficiaries 194,281: Female beneficiaries 106,673 and 87,608 are male beneficiaries in the West Bank and Gaza Strip.
• As of June 2021, 56,684 workdays generated (Female: 4,396, Male:  52,288)
• As of June 2021, 132 permanent jobs created: F: 65 and M:67
