Over 250 participants in Kyiv discussed further collaboration to support Ukraine's low-carbon development, green transformation initiatives, and integrating the climate agenda
Ahead of COP29, UNDP supports key stakeholder forum on green recovery

KYIV, 4 November 2024 – The Ministry of Environmental Protection and Natural Resources of Ukraine convened a conference with key stakeholders in the field of green recovery ahead of the 29th United Nations Climate Change Conference (COP29), scheduled to take place in Azerbaijan from 11 to 22 November 2024.
The United Nations Development Programme (UNDP) in Ukraine is supporting the Ukraine Pavilion and the official delegation at COP29 through the Ukraine’s Green Energy Recovery Programme, which is funded by the Government of Germany.
At the conference, more than 250 participants from government, parliament, embassies, international organizations, the private sector, and civil society gathered to discuss critical issues surrounding Ukraine's green recovery. The discussions focused on successful green transformation initiatives, integrating the climate agenda, and coordinating Ukraine’s preparations for COP29.
In her opening remarks, Svitlana Grynchuk, Minister of Environmental Protection and Natural Resources of Ukraine, emphasized the significance of the COP as the foremost global forum addressing climate change, environmental protection, and the green energy transition.
“Despite the ongoing full-scale war, we have much to share with the world regarding our progress,” Grynchuk said. “We have passed a landmark climate law, setting the goal of achieving climate neutrality by 2050, in alignment with the European Union’s targets. This strengthens our position on the path to green recovery. The Government of Ukraine expresses its deep gratitude to our international partners, particularly UNDP, for their support in advancing environmental and climate reforms.”
Roman Shakhmatenko, Team Leader of UNDP Ukraine’s Energy and Environment Portfolio, underscored the need for state-driven initiatives, innovative financing mechanisms –particularly for small and medium-sized enterprises – and stronger environmental oversight to accelerate Ukraine’s green transformation.
“UNDP remains committed to supporting Ukraine in implementing reforms, including the development of a green recovery law and a long-term low-carbon development strategy,” Shakhmatenko said. “We hope COP29 will create new opportunities for both the government and private sector to forge international partnerships to implement projects in Ukraine based on the ‘build back better’ principle.”
