EU and UNDP transfer the Case Manager Online Cabinet software to the Ministry of Social Policy of Ukraine

Kyiv, 26 April 2024 – The European Union (EU) and the United Nations Development Programme (UNDP) in Ukraine have facilitated the introduction of Online Case Manager software for the Social Web Portal of the Ministry of Social Policy of Ukraine. As part of Ukraine’s digital transformation, electronic document management enables social workers to fully manage the specific cases of individuals and families, and build a person-centred system.
The main task in implementing the Case Manager Online Cabinet is to replace traditional paper document circulation with a unified electronic case management system. This will enhance the efficiency of the work of social service providers, and improve the quality of services provided to individuals and families in difficult situations.
The Case Manager Online Cabinet will allow users to obtain structured information with instant search and easy case management. It also ensures that the expert can control over case management in remote communities, and enables timely intervention by the supervisor of the social service provider.
Uliana Tokarieva, Deputy Minister of Social Policy of Ukraine, noted that the transition to digital technologies will enhance the work of social service providers and simplify the procedure for receiving them. “I am grateful to all the participants in the digitalization process that we have come to such a significant result,” she said. “We have software to assist people working on the ground that means they do not have to generate stacks of paper every day. Now we have an online case manager’s office, allowing social sector professionals to work in an updated format. I am grateful to everyone who believes in the social sector, is participating in its digitalization, and is helping us create simple conditions for providing and receiving social services. All this will mean that every person has access to social services.”
Stefan Schleuning, Head of Cooperation at the European Union Delegation to Ukraine, emphasized the EU’s commitment to support Ukraine’s development, particularly through initiatives that drive digitalization. “The EU supports Ukraine’s path towards recovery and progress. Recognizing the key role of digital technologies, the EU prioritizes enhancing digital development within its own borders and extends these efforts to strategic partners, aiming to foster a unified and innovative digital environment,” he said.
Jaco Cilliers, UNDP Resident Representative in Ukraine, said that UNDP, together with the EU and other development partners, is helping Ukraine to introduce electronic services and online platforms that are becoming the standard for providing good quality administrative services. “Our collaboration is a step towards reinforcing digitalization, and enabling effective methods to administer social services,” he said. “We believe that such technological tools can easily facilitate the provision of efficient and personalized support to those in need, leading to stronger and more resilient communities.”
Background
The Case Manager Online Cabinet software was transferred to the Ministry of Social Policy of Ukraine by UNDP in Ukraine, with financial support from the European Union, as a part of the “EU4Recovery – Empowering Communities in Ukraine” (EU4Recovery) project.
