EU and UNDP transfer six more mobile administrative service centre vehicles to communities in Ukraine

Kyiv, 5 July 2024 — The European Union (EU) and the United Nations Development Programme (UNDP) in Ukraine, in partnership with the Ministry of Digital Transformation of Ukraine, have transferred six more mobile administrative service centre (ASC) vehicles to territorial communities in Ukraine.
The new mobile ASCs will now operate in Voznesensk, Pervomaisk, and Bashtanka communities in Mykolaiv Oblast, and Kamianske, Novooleksandrivka, and Kryvyi Rih communities in Dnipropetrovsk Oblast.
A mobile ASC is an office on wheels, fully equipped with essential infrastructure and communication facilities to support a professional team of administrators. Their design ensures accessibility for all, featuring user-friendly entry points and assistive devices for older visitors and people with disabilities.
The deployment of these mobile ASCs aims to bridge the gap in service provision for residents in remote areas and those with limited mobility, allowing them to receive essential public services without the need for lengthy travel to physical centres.
Maryna Bobranitska, Head of the Department for Systemic Development of Administrative Services at the Ministry of Digital Transformation of Ukraine, expressed gratitude to the European Union and the United Nations Development Programme in Ukraine for their strong and continuous support of administrative service delivery. In particular, she noted that thanks to cooperation with UNDP, Ukraine is restoring and increasing the capacity of communities to provide public services to residents. “Mobile ASCs are another tool that helps communities realize the rights and opportunities of every person to a decent life, barrier-free accessibility, and inclusiveness, because these fundamental values should be the basis for the implementation of mobile outreach services.”
Stefan Schleuning, Head of Cooperation at the EU Delegation to Ukraine, noted that the EU is honoured to support this initiative which brings essential public services directly to local communities. “The EU is committed to backing Ukraine's innovative digital and mobile solutions, improving the daily lives of many,” he said. “By leveraging these technologies, we are helping to address immediate needs, especially in the war-affected communities, and contribute to Ukraine’s long-term stability and its integration with the EU.”
Jaco Cilliers, UNDP Resident Representative in Ukraine, emphasized the importance of mobile ASCs for providing inclusive and high-quality administrative services. “With the support of the European Union and in close cooperation with the Ministry of Digital Transformation of Ukraine, UNDP is ensuring that vulnerable populations, including those in remote areas, people with mobility challenges, and internally displaced people, have reliable access to essential public services,” he said. “With our strong national and international partners and our focus on driving Ukraine’s policy progress, we’re dedicated to creating more initiatives to benefit the people of Ukraine.”
Background
The Mobile ASCs were purchased and equipped by UNDP in Ukraine, with financial support from the European Union, as a part of the “EU4Recovery – Empowering Communities in Ukraine” (EU4Recovery) project.
In May 2024 six mobile ASCs were handed over with support from the EU, enhancing service accessibility across six other communities, specifically in Izium in Kharkiv Oblast, Kushugum in Zaporizhzhia Oblast, Mena in Chernihiv Oblast, Pyriatyn in Poltava Oblast, and Romny and Shostka in Sumy Oblast.
