Kyiv, 4 September 2023 – Certain categories of families with children can now apply for financial assistance from the state on the Diia government e-services portal. The services are available for people who have adopted a child; people who care for a sick child, whose disability has not been diagnosed; persons with disabilities since childhood and children with disabilities; and for single mothers or unmarried parents.

Deputy Prime Minister for Innovation, Development of Education, Science and Technology and Minister of Digital Transformation of Ukraine Mykhailo Fedorov noted: “The digitization of services in the social sphere is significantly simplifying the lives of Ukrainians. After all, social services are some of the most popular ones, and much in demand in Ukraine. Thousands of Ukrainians use the services every day. While earlier it was necessary to collect a lot of papers, go to government agencies and stand in queues to receive social services, now you can get the necessary services in Diia. From now on, four more services for families with children are available on the portal, which will allow you to get help from the state in a few clicks.”

Minister of Social Policy of Ukraine Oksana Zholnovych said: “We continue to make social services closer and more accessible to Ukrainians. For parents who have adopted a child, those who take care of a sick child, people and children with disabilities, it will now be possible to apply for assistance faster and more conveniently. There is no need to collect documents, hand them over, stand in queues, re-write applications – an Internet connection is enough. This is especially important for these people. And we will continue to make social assistance closer to those who need it.”

Parents will no longer have to collect documents and make copies of them in order to apply for state assistance. Instead, children’s birth records are extracted automatically from the state register. This saves a great deal of time when obtaining services, and makes it impossible to make mistakes in applications – thus there will be no need to go again to state offices to submit repeat applications.

The following new services are available on the portal:

• Assistance for carers of a sick child – for parents, adoptive parents, foster parents, guardians, or custodians who care for a child.
• Assistance to people with a disability since childhood and for children with a disability – social assistance to persons with a disability since childhood, provided for the entire period of disability.
• Adoption assistance – for parents who have adopted orphans or children deprived of parental care.
• Child support for single mothers/fathers – for single adoptive parents or single mothers or fathers who are not married.

To receive the service on the Diia portal, simply:

• Log in to the Diia portal
• Go to the menu – Services – Application for assistance
• Fill in the details of the application form and declaration
• Check the completed statement and declaration
• Sign the application with an electronic signature.

After that, the application will be sent to a social protection body. An applicant will receive a notification about the result of the review in his personal account on the Diia portal or via e-mail.

Previously, in order to receive these services, it was necessary to apply to the social protection body in person and submit physical copies of documents.

UNDP Ukraine Resident Representative Jaco Cilliers said the organization was committed to supporting everyone in Ukraine, especially those in the most vulnerable population groups. This includes supporting the Government’s efforts to digitalize social services and leave no one behind. 

“Online services help ensure that citizens who need help from the state can get it anywhere, even remotely, and anytime – conveniently, quickly and safely,” Cilliers said. "The launch of four new parent support services is another step in our joint efforts to make it easier for the state to provide social care to the people who need it the most.” 

The new digital services were developed by the Ministry of Digital Transformation and the Ministry of Social Policy of Ukraine in cooperation with the Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) project, which is being implemented by the United Nations Development Programme (UNDP) in Ukraine. The project is supported with funding from Sweden.

Earlier, UNDP in Ukraine, with funding from Sweden, supported the development of a number of social services by the Ministry of Digital Transformation and the Ministry of Social Policy. Namely, since the end of 2021, using the Diia portal Ukrainians have been able to submit an application for housing subsidies, pensions, or pension recalculations, obtaining ОK-5 and ОK-7 certificates of registered persons, a pensioner income certificate, or an excerpt from the Register of Registered Persons of the State Register of Mandatory State Social Insurance.

Also among the partners’ joint initiatives is the launch of pension certificates in the Diia app, and a set of services for internally displaced persons – such as registering IDP status and submitting an application to receive financial assistance from the state, or cancelling IDP status and giving notification of a change of residence. A number of services in adoption have also been introduced.
