Support to Rapid Economic Recovery of Ukrainian Municipalities project (SRER)

Project summary:

Supported by the German Government, the SRER project aims to achieve the rapid recovery of local economies in Ukrainian municipalities by ensuring swift repairs and improvements to basic and business infrastructure. This is crucial for economic recovery and the survival of micro-, small-, and medium-sized businesses.

The grantees of this project are 12 Ukrainian cities, which not only include large oblast centers such as Lutsk, Rivne, Zhytomyr, Chernihiv, Ternopil, Khmelnytskyi, Vinnytsia, and Ivano-Frankivsk, but also relatively small cities such as Zvyagel, Stryi, Smila, and Lozova.

Project goal:

The project seeks to equip local authorities with the resources needed to effectively assume their responsibility for handling war-generated crises affecting the population and businesses. It aims to drive sustainable local economic recovery, foster further development, and engage citizens in decision-making processes.

The project’s overall objective is being achieved through:
  1. Financial support to the reconstruction of infrastructure facilities, and the procurement and installation of the equipment to restore the functionality of, and access to, basic and business infrastructure in participating municipalities.
  2. Tailored capacity-building and consultancy support for local authorities and business communities in target municipalities. This ensures the smooth implementation of local initiatives to high-quality standards, and allows the achieved results to be sustained.

Expected results:

The expected long-term result of the SRER project is the rapid recovery and restart of local economies in Ukrainian municipalities through the repair and renewal of the infrastructure, critical for businesses.

The direct results include:
  1. Effective cooperation between Ukrainian municipalities and partners, with well-developed inclusive and gender-sensitive rapid recovery initiatives.
  2. Efficient and effective implementation of local initiatives in the municipalities selected to receive funding.
  3. Business communities in selected municipalities are mobilized, and are able to support the repair of basic and supporting business infrastructure.
  4. Strengthened connections between municipalities, and increased awareness within local communities.

Additional information:

The total financing support requested for the project is just over U.S. $8.0 million, while the total budget for the selected local initiatives is more than U.S. $12.3 million. It is expected that the remaining amount, over U.S. $4.2 million, will be provided as co-financing from the local budgets of the selected municipalities.

The “Support to Rapid Economic Recovery of Ukrainian Municipalities” (SRER) project is being implemented by the United Nations Development Programme (UNDP) in Ukraine in the framework of the international cooperation project ReACT4UA (“Utilization and Implementation of the Association Agreement between the EU and Ukraine in the field of trade”), that is financed by the German Government and is being implemented by the German federal company “Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.”
