Towards Good Governance through Public Participation, Improved Service Delivery and Greater Environmental Protection in the East of Ukraine
To strengthen adherence by local governments and citizens to the twelve Principles of Good Democratic Governance – and in so doing improving the quality of local governance and enhancing local service provision – UNDP, with generous support from the Government of Sweden, has launched the project “Towards Good Governance through Public Participation, Improved Service Delivery and Greater Environmental Protection in the East of Ukraine”.
The project was launched under the umbrella of the United Nations Recovery and Peacebuilding Programme. Its design focuses on increasing the resilience, effectiveness, and quality of local governance in partner regions, as well as improving accessibility, inclusivity and non-discriminatory character of social services and environmental protection for local and displaced populations.
The project’s interventions are grouped under the following two objectives:
1) Local authorities are able to lead effectively sustainable and gender-responsive recovery and service delivery in conflict-affected communities of Ukraine, based on the principles of good governance and with active public participation.
2) War-affected women and men, girls and boys equally benefit from improved service delivery and greater environmental protection.
Expected intermediate results:
1.1) The attitudes of local authorities towards citizens are inclusive, open, transparent, and ethical.
1.2) Local self-governments acquire and maintain essential governance qualities (competence, effectiveness and efficiency) to manage their territories.
1.3) Newly appointed local self-governments have the capacity needed to plan territorial development in a participatory and gender-responsive manner, and apply sound financial management.
2.1) Local self-governments are capable of strengthening environmental protection in their territories through effective environmental risk monitoring, land rehabilitation and waste management.
2.2) New local self-governments take steps to ensure improved access to social services in their territories and promote the diversification of service provision through non-governmental actors.
The “Towards Good Governance through Public Participation, Improved Service Delivery and Greater Environmental Protection in the East of Ukraine” project is being implemented by the United Nations Development Programme (UNDP) in Ukraine, with support from the Government of Sweden.
