Transformational Recovery for Human Security in Ukraine
Project summary:
Since the escalation of the war in February 2022, Ukraine has faced severe threats to human security, with significant loss of life, destruction of infrastructure, and massive population displacement. The project's primary objective is to promote transformational recovery and human security in Ukraine by addressing interconnected threats. Its focus is on restoring critical infrastructure, expanding mine action and victim assistance, clearing debris for reconstruction, revitalizing local economies, strengthening government recovery coordination, and enhancing access to justice and human rights. By promoting protection, empowerment, and solidarity, the project aims to create conditions that ensure safety, meeting basic needs, and providing dignity for all.
The project is one of a continuum of initiatives geared towards Ukraine’s recovery funded by the Government of Japan.
Project goals:
- Infrastructure Restoration: Restore critical infrastructures and facilities to meet the immediate needs of war-affected people, provide services, and establish enabling conditions for a transformational recovery.
- Mine Action and Victim Assistance: Expand the capacities of mine action authorities and emergency service responders to protect the civilian population from explosive ordnance, and secure a safe environment for people’s daily lives and socio-economic activities.
- Debris Removal and Recycling: Clear debris and environmentally hazardous materials, and establish debris management and recycling system for the swift reconstruction of housing and public socio-economic facilities.
- Economic Revitalization: Revitalize local economies by strengthening and expanding the private sector in targeted sectors via immediate response solutions to develop capabilities, improve employability, and enhance business-enabling conditions.
- Government Recovery Coordination: Strengthen the integrity and transparency of government mechanisms and processes for crisis management and recovery process, at both the national and local levels.
- Access to Justice and Human Rights: Enhance the capacities of national and local state and non-state actors to promote human rights and ensure access to justice for all people, with a focus on IDPs and vulnerable groups.
