Digitally inclusive recovery from COVID-19 pandemic in Ukraine

The report examines inclusive digitalization as an important element of human development in the context of the COVID-19 pandemic. It was during the pandemic that Ukraine accelerated the implementation of digital solutions in the public sector and in the economy. The report shows the background and the social and political conditions for these digitization solutions. Among other things, the report contains data on how accessible administrative services were and how inclusive the implementation of the digital solutions was. In this light, the authors made recommendations for the state policy of inclusive digitalization with a view to enabling an effective recovery after the pandemic. Overall, outside of the context of the pandemic, the implementation of these recommendations will help create electronic services precisely on the principles of multi-dimensional accessibility, gender equality and the human-rights-based approach, so that no one is left behind.
The report was compiled by UNDP in Ukraine on the basis of open sources and consultations with state digitization stakeholders and civil society experts.
