Korea-Vietnam Mine Action Project

Project Summary

Landmines, cluster munitions and other Explosive Remnants of War (ERW) continue to pose a threat to the lives and livelihoods of the people of Viet Nam. The Korea-Viet Nam Mine Action Project aims to strengthen the governance and management of national mine action activities to promote human safety and development in contaminated areas.

The project is aligned with the Socio-Economic Development Plan (SEDP) 2016-2020, the Sustainable Development Goals (SDGs) with particular relevance to SDG 11 and SDG 16, the 2017-2021 One Strategic Plan between the Government of the Socialist Republic of Viet Nam and the United Nations in Viet Nam. Specifically, the project aims to support the Government of Viet Nam in the implementation of the National Mine Action Program for 2010 – 2025, known as the Program 504, through programmatic and technical support necessary to sustainably pursue the targets set out in this ambitious Program.

  • Beneficiaries: Direct beneficiaries of the project are the Government of Vietnam in charge of the Mine Action including the Vietnam Mine Action National Mine Action Centre (VNMAC), the Ministry of Labor, Invalids, and Social Affairs (MOLISA), the Ministry of Defense, Binh Dinh and Quang Binh Provincial People’s Committee, as well as the UXO/mine victims who will be provided with active supports. Indirect beneficiaries are the Vietnamese people who will benefit from recovering land and restoring economy.

Objectives

  • Improve bomb/mine risk management nationwide, including improving the capacity to manage mine action information infrastructure across the country, ultimately making human settlements safer.
  • Enhance the effectiveness of public administration of Mine Action through capacity building for the VNMAC and MOLISA in sector-wide planning and prioritization, monitoring and evaluation. 
  • Develop and deliver appropriate and effective support to UXO victims, including job placement and support further development of national system for persons with disabilities; support mine risk awareness and education to contribute to sustainable livelihoods and jobs. 
  • Conduct technical survey as well as safe and effective clearance of an estimated of up to 8,000 hectares (based on survey results) in priority areas, helping to remove environmental hazards and restore degraded terrestrial ecosystem.

Expected Results

  • ​​​​​​Institutional capacities of VNMAC and MOLISA are strengthened to further improve the contribution of the mine action activities for human development in contaminated areas
  • Contaminated communities in Quang Binh and Binh Dinh are cleaner through UXO interventions for support of human development, dignity and livelihoods

Activities - 5 Key Components

  1. Survey and Clearance: Conducting technical survey to identify the Confirmed Hazardous Areas (CHAs), recording these findings in the Information Management System for Mine Action (IMSMA) and undertaking the clearance of the CHAs; training on new techniques and technology is included.
  2. Information Management: Improving available information for the UXO/mine action sector to support informed policy making and task prioritization; strengthening Database Centers for Mine Action under VNMAC; training staff and providing technical hardware and assistance for information management of mine action.
  3. Mine Risk Education: Developing strategic plan for Mine Risk Education; conducting mine risk knowledge, attitude and practice (KAP) survey; organizing workshops for relevant stakeholders to share best practices for risk education; training relevant professionals and other persons engaged in risk education; delivering Mine Risk Education via radio and TV broadcasting, public events and communication materials.
  4. Victim Assistance: Collecting data on UXO/mine victims in the Quang Binh and Binh Dinh provinces and registering them in locally developed software; providing medical, livelihood and rehabilitation services, as well as skills and vocational training and job placement for identified survivors of UXO or mine accidents; establishing and institutionalizing the Victim Assistance support model in related national laws and policies.
  5. Capacity Building: Conducting a comprehensive capacity assessment of VNMAC and MOLISA to update baseline for capacity development support and establish concrete action plan; developing and implementing capacity development strategy & action plan; evaluating institutional capacity development efforts and achievements.

Key Achievements

1. Survey and Clearance: 16,880ha was surveyed and 9,086ha were cleared.

2. Information Management:

  • VNMAC Website, a primary vehicle for project information sharing, was upgraded.
  • An advanced IM training for VNMAC IM staff to update knowledge and skills on ArcGIS software for information sharing and field piloting

3. Mine Risk Education:

  • Two clips conveying MRE messages were produced and televised in Quang Binh and Binh Dinh (Watch at: Clip 1 and Clip 2)
  • The first EORE event in a school integrated with COVID-19 intervention was organized for high-level visit.
  • The final round of the contest “Join hands in explosive ordnance risk education” for primary schools in Binh Dinh to improve their EO knowledge and skills

5. Capacity Building - Management/Monitoring: 

  • First Vietnam Mine Action Capacity Assessments Report was released.
  • Review and planning meeting of JPMU and local partners of Quang Binh and Binh Dinh were held to strengthen project implementation activities.
  • High-level monitoring visit to Binh Dinh were held with handover of cleared lands after survey and clearance to local authorities for socio-economic development.
