Support to Humanitarian Aid Flow in Afghanistan (SHAFA-PIP)
Overview
This initiation plan is developed to support the humanitarian aid flow in Afghanistan through provision of technical support to keep the ASYCUDA Exemption System operational in Afghanistan. The project will support the most vulnerable population including children, women, old aged and displaced through the enhanced operations, local capacities, and digitalised systems to facilitate the smooth custom mechanisms. Administration, maintenance and modification of the AW Exemption system; running the existing six (6) helpdesks in major customs stations and establishment of five (5) new helpdesks in new customs stations will be part of the outputs of this initiation plan. The initiative is envisaged to significantly reduce the processing time at the Customs Stations and increase efficiency, transparency, and reduction of cost in a considerable way.
Objectives
- The project aims to continue UNDP’s support in keeping the ASYCUDA World (AW) Exemption System operational and maintained throughout 2023 and thus allow humanitarian aid flow without interruption during the protracted multi-pronged crisis in Afghanistan.
The project will support the smooth inflow of humanitarian aid including food baskets, health care related items, medicines and other necessary items included in the basic needs for the poor, food insecure and vulnerable population of Afghanistan with a focus on children, women, disabled and old aged population.
Major Achievements
- The operationalization and maintenance of ASYCUDA system helped reduce the physical papers attached with exemption consignment from 14 to 1 paper in the custom clearance process.
- The time taken in Customs headquarters for processing the exemption and humanitarian consignment reduced from 10 days to few hours. The time taken in regional Customs for the final processing of exemption consignment also reduced from 3 days to 2 hours.
- Moreover, the ASYCUDA exemption system was changed from a semi-online system to fully online system to manage the faster and smooth flow of humanitarian aid into the country.
- During January to June 2023, 13,584 number of exempted trucks and 13,584 number of Customs declarations of 12 UN agencies, 324 number of exempted trucks and 324 number of Customs declarations of 20 humanitarian NGOs and INGOs, 538 number of exempted trucks and 538 number of Customs declarations of 21 number of ministries and other entities processed through the ASYCUDA exemption system.
