The primary objective of the stabilization programme in the Far North and North is to extend
state presence and legitimacy in targeted areas by:
• reducing violence and establishing minimum security conditions
• providing essential infrastructure and delivering basic services
• providing livelihood opportunities necessary to ensure stability to take hold and allow longer-term social cohesion and development processes to achieve impact.
