UNDP in Armenia

Partners

Partnerships

UNDP Armenia collaborates with a diverse network of partners, including government institutions, multilateral and bilateral donors, international and local NGOs, the private sector, and media community. Working in line with UN values of transparency, impartiality, and integrity, UNDP stands as a trusted development partner of choice committed to Armenia's sustainable development.

We actively leverage and expand existing partnerships, nurture emerging alliances, and explore new opportunities to improve people’s quality of life and ensure no one is left behind. Key partnerships with the EU, bilateral donors, and vertical funds are vital for strengthening and growing UNDP country programme, creating meaningful and lasting impact for people and nature of Armenia.

Building on our unique role as an integrator of development solutions, we actively pursue new partnerships to ensure that the best solutions, approaches, and technologies are accessible to drive Armenia's development.

Government

We are proud to have been the government’s partner of choice for nearly three decades, supporting Armenia’s development journey with impactful, collaborative initiatives. Over these years, UNDP has consistently worked alongside Armenia to drive sustainable development, strengthen resilience, and improve prospects for people. The partnership with the Government at both national and sub-national levels remains fundamental to all aspects of UNDP’s work. Key priorities for UNDP-Government collaboration focus on ongoing efforts to address the polycrisis, including refugee crisis and devastating impact of floodings in the northern regions of the country, as well as accelerating nationwide transformative processes, including the green transition, socio-economic reforms, democratic consolidation, and institutional transformation.

The European Union

The European Union is a strategic partner of UNDP in advancing Armenia’s development, Agenda 2030 and its Sustainable Development Goals in Armenia. Together, we work to improve people’s lives by strengthening communities and democratic institutions, promoting  rule of law and access to justice, protecting human rights, and addressing climate change. Our partnership with the EU, built on a robust portfolio of projects and initiatives, has delivered tangible development outcomes for the people, institutions, and environment of Armenia.

Bilateral Donors

UNDP fosters strategic partnerships with both traditional and emerging bilateral donors to advance national development, promote the Sustainable Development Goals, and respond to emerging crises, including Armenia’s refugee crisis. These collaborations address a broad range of priorities—from human rights to climate change - at national, sub-national, and local levels. Through these partnerships, UNDP supports green transition, parliamentary development, and socio-economic integration for vulnerable groups, addressing critical development challenges. With steadfast backing from bilateral donors, UNDP has launched a robust portfolio of initiatives to support the integration of refugees and host communities, focusing on social cohesion, housing, durable energy and water solutions, livelihoods, and the economic empowerment of women. Additionally, UNDP strengthens Armenia’s institutions at all levels to withstand crises and ensure continuity in essential services for the population.

Vertical Funds

UNDP places special emphasis on partnerships with vertical funds, particularly the Green Climate Fund (GCF) and the Global Environment Facility (GEF). Together, we are implementing significant initiatives focused on the green transition, helping Armenia withstand the impacts of climate change, protect biodiversity, and enhance energy efficiency.

International Financial Institutions

UNDP is strengthening its collaboration with international financial institutions (IFIs) to support Armenia’s development priorities. Key joint initiatives include modernizing the Meghri border crossing point in partnership with the European Bank for Reconstruction and Development (EBRD) and implementing energy efficiency projects in Yerevan alongside the European Investment Bank (EIB). UNDP is also working with the Asian Development Bank (ADB) to enhance energy efficiency in public buildings and strengthen disaster risk reduction. Additionally, in partnership with the government of Armenia, World Bank and the European Union, UNDP has launched the Green Platform - a high-level national dialogue platform aimed at accelerating Armenia’s green transition.

Private sector, civil society organizations, and media

UNDP highly values partnerships with the private sector, civil society organizations, and media to support Armenia’s development. Together, we foster innovative solutions, participatory approaches, and engage multiple partners and audiences in development work.
