Resilience for All
What We Do
The Resilience for All project, implemented by UNDP Armenia with funding from the Norwegian Agency for Development Cooperation, aims to enhance the resilience and integration of refugees and host communities in Armenia. Operating across multiple areas, the project supports emergency response and community resilience, strengthens legislative support and access to justice, foster core government functions and social cohesion. Through strategic partnerships and community engagement, the project addresses the immediate needs of refugees while laying the groundwork for sustainable, long-term integration and resilience.
This project is a collaborative effort among four UNDP portfolios—Gender Equality, Governance, Climate and Energy Resilience, and Innovation and SDG Finance – creating a unified and holistic approach.
Objective
The objective of the Resilience for All project is to empower refugees and host communities by building resilience and supporting integration efforts. Focusing on both emergency response and sustained support for core government functions, the project aligns with the Humanitarian-Development Nexus approach. By strengthening the capabilities of national and local authorities, the project seeks to foster inclusive services, uphold human rights, and promote equitable growth that benefits both displaced populations and local residents.
Results So Far
- More Inclusive Local Governance: Enhanced capacities of 70 local self-governments, covering all of Armenia’s communities, to better serve both refugees and host populations. Over 1,507 council members and municipal staff received training in inclusive governance.
- Supporting Refugee Rights: Provided free legal aid to over 350 refugees, strengthened the capacities of legal institutions, and expanded mediation and dispute resolution services in partnership with the Ministry of Justice and other stakeholders.
- Community Resilience Initiative: Established the Masis Community Resilience Hub, launched inclusive disaster preparedness training, and upgraded an early warning system to serve over 10,500 refugees and local residents.
- Digital Service Improvements: Progressed on digitalization of address registration and protection certificate renewal, with plans for an efficient online platform aimed at reducing processing times and improving accessibility for approximately 120,000 displaced individuals.
- Awareness and Engagement: Through partnerships with civil society organizations, reached over 4,400 refugees to promote civic participation, fostering stronger ties within host communities.
- Advancing Legislative Capacity for Refugee Inclusion: The project has significantly strengthened the Armenian National Assembly’s capacity for refugee-sensitive legislation and policy development. To date, two legislative amendments have been discussed and adopted, with additional measures in progress, creating a more inclusive legal framework that integrates refugee perspectives and needs.
