Nick Hartmann

Deputy Regional Director of the Regional Bureau for Europe and the Commonwealth of Independent States (CIS)

Mr. Nick Hartmann is Deputy Regional Director of the Regional Bureau for Europe and the Commonwealth of Independent States, of the United Nations Development Programme (UNDP).

Prior to this appointment, Mr. Hartmann served as the UNDP Resident Representative in Haiti.

Since joining UNDP Guinea-Bissau as an economist in 1995, his career has focused on fragile and conflict-affected states, institutional effectiveness and multilateral partnerships.

Prior to his posting to Haiti, he served as Senior Advisor to the Crisis Bureau and was the interim Director of the Joint Directorate of the Global Policy Network. In his former role as Director of UNDP’s Partnerships Group in the Bureau for External Relations, he worked closely with Member States and the wider UN system, advocating for multilateralism, positioning UNDP to mobilize resources and developing new digital solutions for greater organizational efficiency and transparency.

In the field, Mr. Hartmann served as the Deputy Country Director in the Democratic Republic of the Congo and Deputy Country Director in Lebanon.  Prior to these, he was the Conflict Prevention Advisor in the South Pacific/Fiji, UN Peace & Development Coordinator in the Solomon Islands and led the Asia Desk of the former Bureau for Crisis Prevention and Recovery (BCPR).

In an effort to mobilize Member States towards advancing UN system-wide coherence and effectiveness, he was seconded by UNDP to the Executive Office of the Secretary-General from 2005-2007, where he served as Advisor on UN Reform, contributing to the new management effectiveness proposals as were presented in the Secretary-General’s 2006 reform report Investing in the UN: For a Stronger Organization Worldwide.

Prior to joining the United Nations, he served in the European Union Committee of the American Chamber of Commerce in Brussels promoting US investment in the European Union and has served in the Directorate-General of External Relations with Japan of the Commission of the European Union.

Born in Kobe, Japan, Mr. Hartmann speaks English, French, German, Danish and Japanese.  He holds an M.A. in Asian Economic Development from the School of Oriental an African Studies (SOAS) of the University of London, and a B.A. in Economics from the University of Essex.
