Fourth National Communication & Biennial Update Report
The Fourth National Communication & Biennial Update Report (4NC & BUR) project will enable Jamaica to fulfill its commitments under the United Nations Framework Convention of Climate Change (UNFCCC) and prepare and submit the 2BUR (2nd Biennial Update Report) and 4NC (4th National Communication) to the Conference of Parties of the UNFCCC. Further, it will assist in building national capacities to fulfill Jamaica's commitments under the Convention on a continuous basis, while it will additionally increase the awareness on climate change issues, including policy makers, leading to better integration of climate considerations into national and sectoral policies, strategies and programmes.
Background
Having ratified the Paris Agreement in 2017, Jamaica is seeking to align current and planned initiatives with its First Nationally Determined Contribution (NDC) which seeks to “mitigate the equivalent of 1.1 million metric tons of carbon dioxide per year by 2030 versus the business-as -usual scenario”. This is a reduction of 7.8% of emissions versus business-as-usual (2005 baseline). This target is predicated on the current level of implementation of the National Energy Policy and the existing pipeline of renewable energy projects.
