UNDP Libya Country Programme Document for 2023 – 2025

The new three-year country programme for Libya, developed jointly with national counterparts, focuses on pressing national development challenges contributing to the United Nations Cooperation Framework for 2023-2025 through investments in sustainable growth, local peacebuilding, and strengthening democratic governance.

UNITED NATIONS SUSTAINABLE DEVELOPMENT COOPERATION FRAMEWORK LIBYA 2023-2025

This United Nations Sustainable Development Cooperation Framework represents the overarching partnership framework for peacebuilding and development cooperation between the UN and the government of Libya for the period 2023—2025.

The Cooperation Framework ushers in a new phase of UN support for advancing Libya’s development priorities and the 2030 Agenda by collectively addressing the key challenges facing the country. The UN, through the Cooperation Framework, in partnership with the government and stakeholders across the country, integrates a human rights-based approach across its cooperation to ensure those most vulnerable and at risk of being left behind are at the center of Libya’s peacebuilding and development agenda.

In advancing a humanitarian, development, and peacebuilding nexus approach, the UN and the government aim to work collaboratively with international and local partners to address the structural causes of fragility and remaining humanitarian needs to drive transformative change and transition to sustainable peace and development across the country.

In this effort, the UN and the government of Libya commit to working jointly, and in conjunction with partners and stakeholders, in support of the priorities of the Cooperation Framework, and in the spirit of partnership, mutual respect and collaboration towards the collective aim of accelerating the country’s progress towards the 2030 Agenda and the Sustainable Development Goals for the benefit of people in Libya.

2021 LIBYA UNCT RESULTS REPORT

The report outlines results achieved by the UNCT in the third year of implementation of the UN Strategic Framework for Libya (UNSF, 2019-2022). The UNCT’s collective efforts in providing integrated support for stabilization, early recovery and development are highlighted in the report, complementing the UN’s humanitarian response coordinated by OCHA and peacebuilding efforts led by the United Nations Support Mission in Libya (UNSMIL).

The basis of UNDP's support to Libya

In 1976, UNDP and the government of Libya entered into a Standard Basic Agreement which would form the basis of UNDP's support to the country.
