Capacity Development of HRMA Montenegro
Summary
The overall objective the Engagement Facility is to support capacity development of Human Resource Management Authority. The Engagement Facility May – December 2024 will be implemented under the Direct Implementation Modality (DIM), through an agreed set of initiatives agreed by the Human Resource Management Authority and UNDP and in line with the committed strategic priorities in the UNDP’s Country Programme for 2023-2027.
Background
Human Resource Management Authority (HRMA) was in the centre of the above mentioned assessment as a key institution responsible for the overall capacity development in the Government. This project set ideal ground for the piloting of the Gender Equality Seal in Public Institutions providing good understanding of current practices and capacities and excellent understanding of the opportunities arising from systemic gender mainstreaming in the institution.
Human Resources Management Authority is principal institution for capacity development of public employees and additionally in charge of the process of recruiting and selection withing public administration. HRMA is involved in supporting public administration reform and aims to be a modern service and initiator of changes in the field of human resources management.
The impact of HRMA is reflected in the fact that they have developed tailor made training in various areas, including gender mainstreaming, to equip public employees and decision makers with knowledge and tools that allow them to develop efficient, inclusive gender aware policies, thus contributing to achieving effective governance and strong institutions.
