These CRPD-Compliant Disability-Inclusive Budgeting Guidelines serve to provide guidance and tools to authorities in their efforts to implement CRPD-compliant disability-inclusive budgeting (CCDIB) in Montenegro.

The guidelines are country-tailored to fit Montenegro’s political, legal and policy context. The overarching document that guided the drafting of the CCDIB guidelines is the Convention on the Rights of Persons with Disabilities (CRPD).

The Convention on the Rights of the Child (CRC) and other international and regional human rights treaties also informed the process, as did the UN Situational Analysis on the Rights of Persons with Disabilities in Montenegro.

The publication was developed with the financial support of the Partnership on the Rights of Persons with Disabilities (UNPRPD), through the project “Accelerating Disability Inclusion for Adults and Children with Disabilities” implemented by the UNICEF, UNDP and RCO in Montenegro.
