Funding and delivery
Since 1992, UNDP has spent the total amount of over 190 mln US Dollars in development projects in Azerbaijan.
Among UNDP's major funding partners, the Government of Azerbaijan has since invested a generous amount of more than 90 million US Dollars in UNDP programme areas to support human development for nearly 3 decades.
There is a long-standing and solid partnership between UNDP and the European Union (EU) in Azerbaijan and throughout the CIS and Europe region. This is reflected in a joint engagement on reform and development efforts and translates into concluding on an annual basis on average of 20-25 new projects in this region for a financial volume of about EUR 90 million.
In Azerbaijan, the European Union emerged as one of UNDP’s key funding partners in the early 2000s and since then has provided over 20 million US Dollars in financial support to UNDP projects.
One of the strategically important areas of work where UNDP relies on donor contributions, is climate change action and disaster risk response. In this regard, the Global Environment Facility (GEF) and UNDP’s Environmental thematic trust fund (TTF) are paramount for catalysing environmental finance for sustainable development. Up to date, this portfolio of work has received over 32.8 million US Dollars in assistance.
Over the course of more than 26 years of operations in the country, UNDP Azerbaijan Country Office has received funding support from a wide array of other donors as well, including but not limited to USAID, the Government of Switzerland and Coca-Cola Foundation. Collectively, they have invested around 8.5 million US Dollars in various joint interventions together with UNDP aimed at improving socioeconomic indicators of growth in rural Azerbaijan, with particular focus on women, youth and other vulnerable social groups.
Where our money comes from and what we spend it on?
As a consequence of Azerbaijan's rapid development in the past decade, per capita income soared dramatically and stood at US$ 6,560 by 2015. In reflection of this, Azerbaijan is now ranked as an upper-middle-income country by the World Bank. Proportionally to the country's growing wealth, UNDP headquarters is allocating less core resources to the Country Office. UNDP Azerbaijan's strategy therefore changed from being a funding source of development projects to that of using its fewer core resources as seed money for mobilizing additional, non-core funding for its projects. Indeed, now UNDP projects in Azerbaijan are funded for the most part by external donors, including international funding agencies and the Government of Azerbaijan. It is anticipated that as an upper middle-income country Azerbaijan will provide most of the funding for the country program as well as core budget as voluntary contribution past 2020.
Currectly, the biggest chunk of funding for UNDP projects comes from the European Union, Global Environment Facility, and the Government of Azerbaijan. A smaller percentage of our projects is funded by other donors, including the United States Agency for International Development (USAID), the Coca-Cola Foundation, the Green Climate Fund (GCF) and other funidng partners.
The number and diversity of donors contributing to UNDP programmes confirms the confidence of the national government and the international and local community in our role as a partner of choice for sustainable development.
