Collaboration with civil society and stakeholders is vital for the performance of government bodies. This includes responsiveness to feedback received, monitoring public reactions to current policies, and ensuring the transparency and openness of state institutions.

The first step toward improving a government body’s interaction with the general public is to evaluate how it cooperates with civil society.

With UNDP support, Ukrainian civil society and the Government have developed and piloted a methodology to assess how efficiently executive bodies interact with wider public.

The assessment methodology is based on the understanding that interaction with the wider public takes place at four levels: information, consultations, dialogue and partnership.

At each of these levels, the state authority initiates and leads a three-stage process: of planning, action, and outcomes.
