The institutional framework in the field of human capital development policy

This analytical report includes an assessment of human capital losses in Ukraine and an analysis of international best practices in the field of human capital, including Poland, Germany, the Republic of Korea, Slovakia, the Czech Republic, and Japan.
The study also contains recommendations aimed at improving the process of human capital policy formation and strengthening the role of responsible institutions. These recommendations cover:
- Inclusion of the human capital definition in legislative practice;
- Introduction of standardized indicators for the assessment of human capital at the national and local levels;
- Creation of a comprehensive and inclusive human capital policy strategy through the formation of a comprehensive institutional structure;
- Support of the EU integration process;
- Developing robust data collection mechanisms and implementing clear guidelines for their evaluation, quality improvement, and sharing.
