Analysis of the crop insurance system in Uzbekistan

The study focuses on analyzing the agricultural crop insurance system in Karakalpakstan (Uzbekistan) under climate change conditions. The analysis reveals that climate changes increase yield risks and require improvements to the insurance protection system.

Key recommendations include: developing a special law on agricultural risk insurance, improving economic and legal literacy of specialists, conducting in-depth study of regional risks, and enhancing monitoring systems with consideration of climate changes.

It is proposed to increase the share of budget subsidies to 50% in crop insurance, establish an Agricultural Insurance Fund, implement an Electronic Agricultural Information System (EAIS), and develop public-private partnerships in agricultural insurance. Special attention is paid to the need for a differentiated approach to insurance by zones and territories, taking into account their vulnerability to climate changes.
