The Role and Impact of Reporting Corruption. A Study of Public and Government Attitudes in Uzbekistan

Corruption reporting plays a vital role in fostering accountability and transparency. Our recent research explores public and institutional attitudes toward corruption in Uzbekistan, shedding light on the barriers that prevent effective reporting and the opportunities for creating a stronger anti-corruption ecosystem.

This study, conducted in partnership with the Anti-Corruption Agency of Uzbekistan, Anti-corruption and Civil Rights Commission (ACRC) of the Republic of Korea, the UNDP Seoul Policy Center, and the EU, is based on data from over 500 respondents, and insights from more than 20 anonymous employees of the government ministries and agencies. By combining public surveys, expert interviews, and focus group discussions, it identifies key challenges, including fear of retaliation, cultural norms, and trust gaps.

Key recommendations from the study aim to strengthen whistleblower protections, address misconceptions, and promote social responsibility through innovative reporting mechanisms, public engagement, and legal reforms.

This publication contributes to Uzbekistan’s ongoing efforts to build a transparent and accountable society while offering insights into developing robust reporting mechanisms and strengthening whistleblower protections as cornerstones for combating corruption.
