UNDP Anti-Harassment Training for the Employees of the Ministry of Culture and Information of the Republic of Kazakhstan

The United Nations Development Programme (UNDP) in Kazakhstan organized a training session aimed at combating workplace harassment for the employees of the Ministry of Culture and Information of the Republic of Kazakhstan. The training was part of a Certification Program for Achieving Gender Equality in Public Institutions.
Experts point out that gender violence, including intimate partner violence, as well as harassment, remain significant issues in Kazakhstan. This is documented by data from a recent study published by the UNDP in Kazakhstan in partnership with UN Women. According to survey results, 65 percent of women acknowledge the presence of sexual harassment in the workplace.
During the training, participants explored terminology and methods to combat harassment and the link between gender inequality and harassment. The session helped ministry employees understand how unconscious biases can affect hiring, career advancement, and daily interactions in the workplace. Special attention was given to understanding discrimination and harassment at work, their forms, consequences, and legal aspects. This knowledge is crucial for creating a safe and respectful work environment. Interactive exercises allowed participants to analyze various situations for a practical understanding of the issues.
The training particularly emphasized harassment prevention and effective response strategies. A key outcome of the training was the development of an action plan concept that outlines how to implement discussed strategies in practice and how it will enhance corporate culture.
In 2023, the Ministry of Culture and Information was among the first in Kazakhstan to adopt a policy against harassment. The ministry continues to adhere to principles of leadership in promoting gender equality and creating a favorable work environment. In light of legislative changes, including the adoption of amendments to laws on the protection of women's rights and children's safety, the training gains even greater importance as a critical component of broader societal efforts to address gender issues. As Kazakhstan moves towards criminalizing domestic violence and improving protection for vulnerable groups, the knowledge and skills acquired through this training will play a key role in shaping a work environment that upholds the principles of dignity, respect, and equality for all.
