Development of a Witness and Victim Support System

In 2007, UNDP in Croatia, Ministry of Justice and the Supreme Court of the Republic of Croatia partnered to develop a witness and victim support system in the country.
These efforts led to legislative changes and institutionalization of the witness and victim support system. As a result, offices for witness and victim support at county courts in Croatia’s seven main cities were created. From 2008 - 2013, these offices provided support and counselling to over 14,000 witnesses.
This publication provides an overview of the main steps that were undertaken during these efforts, and captures lessons learned and good practices in ensuring that national systems are in place to support the principles of justice for victims.
