The “Report of the Task Force on the Development and Upliftment of the Badi Community of Karnali Province 2023” is a important policy advocacy initiative that has led to concrete actions aimed at improving the conditions of the Badi community in the region. Published by the Karnali Province Government with assistance from the European Union Support to Federalism (EUSIF/UNDP), the report assesses the progress in fulfilling commitments made for the development of the Badi community and provides recommendations for addressing their demands.
Prepared after a series of discussions with the Badi community, the report has played a crucial role in guiding the Karnali Province government to prioritize the Badi community in its planning and budgeting.
The Badi community constitutes a minority group historically subjected to discrimination as "untouchables," and they face marginalization in economic, social, political, educational, and other sectors. Many members of the Badi community have led nomadic lifestyles due to restrictions on agricultural practices. As per the 2011 Census, the total Badi population is 38,603 (10,786 in Sudurpaschim Province, 5,612 in Karnali).
The report recommends, among other things, the government to ensure that the Badi community holds strong ownership and control over programs implemented or planned for their development. It recommends initiating programs to provide land and establish housing settlements for the upliftment and development of the Badi community.
