dialogues and engagements with citizens

Citizen participation is a pillar of democracy that strengthens the legitimacy of institutions. Citizen participation contributes to transparency, provides the opportunity to incorporate a variety of perspectives in public decisions, and promotes empowerment by giving people an active voice in the issues that affect their lives and communities. Operationally, however, it isn't easy to organize an effective program of citizen dialogues to not disappoint the expectations they generate.


 

The answer is to approach citizen participation with the view of "responsible commitments". FORA is a methodology for managing regular public consultations, meetings, and town hall programs. FORA helps manage the preparation of the meetings, the effective registration of the commitments made, the follow-up of the tasks that operationalize these commitments, and the information systems for the public.  

The UNDP-SIGOB regional project offers the digital platform and the implementation team that works with the institution in all the steps of the methodology, including the design of the meetings, the implementation of the digital platform, the development of the mechanisms (web pages and dashboards) for public reporting, and the accompaniment to ensure the sustainability of the platform and the work processes.
